B-2 Question

I notice in the taxi portion of this video, that the flight controls deploy on each of the B-2's on the wing on the inside of the turn. Why is that?

As far as I know nose wheel steering is via the rudder pedals, so the split control surfaces at the wing tip, which perform as rudders, will activate also.
