The incident in which Lt. Gallagher was partially ejected, happened in July 1991. The second incident at the bottom of the linked page, where a pilot was ejected leaving his BN behind, happened in November 1971. The article isn't a reprint of the 1971 incident, they happened 20 years apart...

1971 according to the OP and 1991 in the link.
The 1971 incident was different. In that incident, the pilot was inadvertently fully ejected from the aircraft. The BN, having no flight controls, had to eject also. Investigation after the 1971 incident indicated that there had been multiple prior similar incidents, some with fatalities.
