Its been done many times before - Google 'hovercraft with wings'

I'd imagine the skirt would flap terribly in the airstream...

Editted to add: keesje - they're ground-effect vehicles. Different to hovercrafts. Great for target practice, being slow and not very maneouvrable.

This just looks like a smaller configuration of an ekranoplan (excuse spelling), if memory serves the Soviets developed BFO massive versions for logistic and assault applications.
