It is 'Cattar'; 'Cutter/Cudder' is what the septics call it.

The most accurate English estimate is something halfway between "cutter" and "gutter." It's not "KUH-tar," the pronunciation that has become the standard among TV newscasters.

The problem with the quote is that it comes from a Septic. Ask any self-respecting Qatari, and they will tell you that the Septics can't pronounce arabic words for toffee.
