I don't know the precise meanings of the various abbreviations, but there appears to be evidence of Atlantic ('AT') and Pacific ('PA') medals there. The full PDF does not explain what the various columns represent, but I see what looks like a date ('Feb 47') and what seems to be 'NZ' under the number '60104'. Is this a service number? Was this Arthur J. Scott a New Zealander, or perhaps emigrated to New Zealand after discharge?

I'll need to check my grandfather's medals to see if his camw from the Secretary to the Admiralty, he was also a merchant Seaman,

It's the reference to the file number of the medal papers that were raised for the recipient, which included details of the seaman’s service. I believe these are/were held by the Registry of Shipping and Seamen.

Discharge number is the equivalent of service number

Checked and the Merchant Navy medals came from the Secretary of State for Trade rather than the Admiralty. Not definitive, but looks like it's not that person.
