You have completely failed to appreciate the dire state of the finances of this country.
Purchasing bikes through the HMRC Cycle to Work Scheme would have been a better idea, or issue them bikes with a local shop servicing contract would have been a better idea, and that’s common sense.. not ASTRA. In inclement weather you get wet on either.
No envy on my part, just disbelief about the mass belief this is a great idea. The US spent millions on a pen that worked in space, the Russians used a pencil; it would appear that that analogy is lost on you.
