How, exactly, do you think anybody can veto use of a system.

The Iranians have successfully flown the F14 for a very long time after the removal of support from the US.

They are a relatively backward country in terms of engineering and are operating an aircraft of spectacular complexity.

Absolutely. It would need co-operation across many companies, but the skills & equipment to make engines, fuselages, wings, electrical & avionic systems all exist within the UK.
