Correct me if I'm wrong but isn't the key to neutrality being capable of making an aggressors effort not worth his while? So wouldn't you want the best interceptor rather than something best suited to mud moving?

At the start of the service life it makes sense. You'll have attrition, and you can rotate the airframes in and out of reserve to extend fatigue life. You can't expect to buy a top up airframe or two in a decade or more, so buying everything you'll likely need now is sensible.

Conversely, when the SNP were thinking through their post independence military needs they decided they would need more typhoons than Austria have, with many commentators stating that an initial supply of 12 wouldn't be enough.
