This e-mail will get you the PAC secy. I think he is a Grade 5 Civil Servant (1 Star) and the current incumbent is quite happy to phone you. But I suspect his brief is to "protect" the members from anything even marginally embarrassing to the Sir Humphreys of this world., and he complies because he aspires to those positions. I'm equally sure Margaret Hodge doesn't actually get to see most of the evidence (as you say, few Ministers do, so why should she), but that doesn't excuse the sheer rubbish her committee publishes.

Also, as you say, if you write direct to Robothan or Hammond, someone in a far distant office will route it to an even more remote MoD office (used to be at Wyton), who will decide not to answer. You need to write to your MP and simply ask him to forward it to Minister. The system obliges Minister to write back personally to the MP; and this reply takes an altogether different route. The fun starts if you get two replies saying different things, as happened with monotonous regularity on MoK!
