That is doctored. there is no way that is real............ the wingtip vortex would be very different that close to the ground.
and the rear cockpit would be full of a brown liquid,

Not sure about a doctored picture. If the aircraft flew right above the runway, there could be no dust at all. There is no doubt that some bold pilot could have done such a risky maneuver, even if his WSO was calling out loud for his mummy...
The picture doesn't look right to me though I know **** all about wing tip vortices....the smudged trees under the fuselage and the direction of the sun on the plane compared to the pylon thing - it doesn't look natural. Looks good though.

If the picture has been "doctored" I'd love to know how the heat shimmer was "created" along the tree-line behind !!

Although the aircraft is clearly turning to port, it also looks as though it is climbing, which would mean it must have been lower.
While I realise it may have turned after it started to climb it does look not quite right.
As I'm not a flyer, can anyone more in the know, tell me if the left wing would be happy being pushed that close to the ground, and what effect would it have on lift/directional stability.

No Laser, FLIR fairings, pylons not fitted, looks like a conical aerial just behind the cockpit makes me think its Italian, so yes it could be real.
I recall watching and holding my breath at a 1980's airshow (Mildenhall?)when an A10 did a very similar manoeuvre following a low slow pass.

But it isn't. Take a look at the careful circular swirls in the dust wake. If that doesn't do it, see the dust wake in front of the number which should be well behind the number.
Didn't spot that myself - it's Italian too; it has a shark's mouth.

Equalising it in Photoshop shows where the image has been cut out: Compare the colour and roughness of the edge around the Tornado to that of the treeline (similar contrast).
