PC Williams reminded investigators of the Plod's rules re handcuffing....while noting he was merely conforming to Unit Procedures when filmed in last Friday's Dole Office Disbursement Hours protest.

The Old Bill rules for hand cuffing suspects.

Rule One...Hand cuff all unconscious suspects.

Rule Two...Refer to Rule One.
