Air ambulance mid-east
 

We are considering basing two Challenger 604s in the GCC region for air ambulance, on demand operations. We are trying to decide where to base them; Oman, UAE, Jeddah, or Kuwait City. Pilots and Medical staff will be western while mechanics and managers will most likely be locals. Contracting with a local FBO for fuel, hanger, and maintenance is being considered.

Does anyone have experience with hiring, management or aviation services for business jets in the locations noted above? We are particularly interested in the Free Zones of the UAE. Any info on the pitfalls of doing business over there would be appreciated.
