License conversion and CPL commander issue

Hi,
I would appreciate to be provided with information regarding conversion of a JAR Frozen ATPL into UAE license.

I was told that the full ATPL was required to be in command for commercial operations... Does it means it is not allowed to command with a CPL on light commercial aircrafts ???
