When you have money ( and Qatar has a lot), everything is possible...even organizing a Football World Cup by 45 degrees!

Maybe they can have ICAO and rename it to:
International Corrupt Aviation Organisation.....
The amount of Bribing and red tape manipulation that will go on if this relocation moves to Qatar (and other M.E locations) will defy the imagination.
But, once again, seems like another move to establish a brand name reputation simply by having another "leading organisation" move here;
Unfortunately, I wonder if ICAO officials have actually seen the state of the buildings and the "safety" codes that dont exist here, not to mention the human rights issues with Qatar and the M.E in general that ICAO could be tarnished with....

Not exactly the best way to convince Canadian officials to grant you increasingly greater access to their airports for your national airline.
