Is there a UAE / Middle-East based Aviation Consulting Company, that can assist a new start up with their AOC certification (manuals etc.) process? I am familiar with a bunch of them here in the US, but an experienced one from that part of the world probably will be better. This proposed start up will be UAE based.

Considering that you are talking about the ME, forget the consultants as their goals will be different to yours. Hire the required people with the right track records.

Two weeks might be optimistic If the intention is to get AOC certification, then hire the right people from the start. In the short run and long run it will be cheaper.
