SOLI transfer

Since Monday 11.11.19, a new EU Regulation is valid. Two big Things have changed regarding the transfer process:

1) The medical and the license has to be changed together – we can not issue the license in advance, we have to wait till the medical is done and after that I can issue the new license and you will receive medical and license together.

2) The current authority stays in the responsiblity, till we issued the new license inclusive your medical.
Can anyone specify what EU law is now in effect that makes it different from what it was previously?

This is causing considerable delays in my TO country of 6-8 months whereas before it was done in 30-45 days.
