And the answer is probably because there is no correlation between having "an islamic problem" and having expertise in submarine design and manufacture !!

The most likely combat situations Oz troops will see in the future will likely be with an islamic lead/influenced group/country. It would be highly likely that islamic groups in France or Germany will seek to interfer with and possibly stop submarine delivery and later with parts and maintenance supply. It would be achieved through terrorism or even the ballot box. One only needs to look at the influence Australia's relativity far smaller islamic community has over our pea brained labor politicians for an example of the looming European disintegration.

Japan is one of Australia's closest allies and a country with major interests in our part of the world. We would be far better served closely aligning our US styled militaries and enhancing each others military production capabilities.
