Got a message from my European bank today. "From now on you will have
to enter your PIN for contactless transactions". Seems a backward step
in these Covid times.

Not to worry, as many providers are also simultaneously introducing voice-activated PIN verification at the checkout.

I wonder if this is in anyway connected with the planned contactless limit increasing from £45 to £100?
Just as a related observation, I recently had to insert my contactless credit card into a card reader (but no PIN required) to pay a motorway toll fee; in the past it was just tap and go.

Given that in UK you can Tap and Go up to £45 soon to be £100 I have a car park I use in a country park and it's £3 Tap and Go....well not this one. It's Tap represent Tap and go. How confusing is that!!
Now yesterday it was Tap, re Tap Printing Receipt and the barrier did not open... there is a mobile no to call if any problems and finding mobile calling it was answered in a jeep parked just off who said to re do card. .. no effin way come and sort it.
Hooting from tbe cars behind but stuff em. Eventually he came over and manually released tbe gate and off I went
Checked tbe pending transactions and not been charged.
Point is that remote Tap and Go should have a instant release means for when the system stuffs up.
PS all car parks should be free of charge!!

I wonder if the contactless card system has been cracked necessitating the extra step of using a PIN. What I think is most likely is the secret keys that are used to validate the transactions which are stored in the bank have probably been stolen - perhaps related to the recent Solarwinds exploit which was a biggie.
In a way, the PIN can be considered as the second factor authentication (2FA) which is a good thing, perhaps that data wasn't stolen from the banks because nobody was using it at the time.
Or maybe it was just something even more simpler - too many people with poor memories disputing their own transactions.
