Foreign spy working in New Zealand

No surprise to me, well apart from them only saying one, but it has just made the headlines here in NZ.
The Security Intelligence Service says it has found a person in New Zealand who is working for a foreign
state's intelligence services. In its annual report, the SIS says the individual is a New Zealand citizen, but
did not specify which country they are working for.
Surely it's not those good chaps from China behind this ???

They're part of Five Eyes, so could that be a rationale?

In the 80s the Austrians caught a Swiss colonel spying on them at a time they were allies. Even better was a mate invaded Liechtenstein after taking a wrong road but escaped before anyone knew the better.

Wonder which country that would be.

They have secrets worth stealing?
Perhaps how to elect a competent Government, capable of dealing with a pandemic and taking positive and timely action against the brain-dead weirdo gun fanatics ?
At least that would rule out UK and US as culprits !

If he's a citizen, does that actually make him a foreign spy?

I guess it depends on where he was manufactured.

The thing that struck me was how big a report it was for how few staff they employ - 366!

If you think about it, NZ is the perfect place for anyone targeting Five Eyes.
If you can recruit someone linked with GCSB, you're in.
Certain big countries will no doubt assume the kiwis are an easy mark with minimal OpSec, naive and not suspicious.
Thereby joining the long, long line of people who've underestimated them, and continue to do so.

Do people work in NZ?

When i spent some time there, it was filled with retired Speedbirds, Youngsters on Gap years, and Tourist guides.
