With all those H&S signs, I thought it must be Europe.
The port in the background seems to deal with bulk cargo with that ramp/ conveyor, ore or coal maybe.

Given that there seem to be memorials to her all over the place, I can only say that it's 23 miles from the nearest that I know of.
