Question Rising petrol prices

Are you as fed up as I am with rising petrol prices? Well I've found a device that will not only cut your fuel costs but can also reduce brake and clutch wear. Hopefully some of you engineering guys can develop a version for aircraft and help cut some of these sky high fuel surcharges.

Could some engineer explain how this thing actually works? It looks a bit complex to me.

I'll send you a root locus diagram after i've worked out the closed-loop transfer function for the system .
