French specific Sera Regs in English

Hope you can help me because my French reading skills are not good enough.
Can somebody point me in the right direction for the French specific Sera type regs in English. (ie. 4 years on French radio language proficiency for non native) I have seen some docs on the Flight Instructor / webpage.

Is there maybe some other source? or are all the regs to be found in EUR-LEX
