Cessna F-GUTB circing Cannes for 5 days

Cessna F-GUTB circing Cannes for 5 days
This Cessna has continually circled Cannes for several hours each afternoon and evening for the last 4 days at 1300ft, 8kts.
I suspect that it has a spotter/camera/police/security communications function, since the Film Festival of Cannes is taking place?
Anyone know exactly?

no idea, here, but a polise cam or observation, a 1400 feet near the sunset? i am sceptic...
anyway, this plane is really disturbing. and police have thier own plane, hasn't? or helicopters...
regarding is flew, he is taking off from Cannes airport.
I guess they have the answer...
