when flying thru BOLSHERETSK FIR enroute to and from petro UHPP to Alaska or Japan .when the Russian controllers assign an altitude ,how do they say it ? 1. " climb to 410 " 2. " climb to 397 " or 3. "climb to 12,100 meters "?

one two thousand one hundred meters

In my experience of flying in Russia most controllers would say, 'Climb Flight Level Twelve Thousand One Hundred meters'. Never been to far eastern Russia though os maybe it's different out there.
