Frozen Postage stamp runway candidates

Hello everyone,

I am planning to start up a small aviation company. I am from Labrador , Newfoundland and wish to help alleviate the chronic shortage of transportation experienced there. Primarily, I wish to serve the coastal native populations and their towns. They would be served out of Goose Bay as a hub. As some may know, most all are icy, small airfields in the mountains. The worst would be Nain, where the field is only 2000 foot and unpaved. Typically the winter usually features brisk windy conditions as well. Given these factors, what aircraft would you want under your pilot seat? Please limit types to ten passengers at the minimum. Easy conversion to freight hauling would be a giant plus. I've looked until I'm cross eyed and seem to be looking at a LET 420 or BE-32K type aircraft. Of course they are not even making the Beriev. Maybe an AN-38-120? What do you think? Pro pilots certainly rate as the tops in ratings, so I look forward to hearing from anyone who wishes to chip in. Safe Flying all!

Dehaviland DHC-6-400 Twin Otter if the stage lengths aren't too long.

C208 grand caravan or C208 super cargo master. great lifting capability, short field performance and fuel efficiency (one engine). can also be operated single pilot.
