Are locally employed pilots (rank FO plus) eligible to apply for permanent basings?

eligable? yes, if you have working rights at the intended base.

How about at a place where you don't have working rights? can someone else answer?

someone must know..

If you don't have working rights you can only do a temp base there.

What about all the canadians based in the US?

With their same CIGNA medical benefits too.
