Cargo vs. Passenger Question?

I'm aware of the U.S. bases for the cargo operation but is it possible to be based in the U.S. for the passenger side of CX?

Can anyone shed any light on the CX freight T&C's for Sydney and Melbourne? Pay, routes etc. They have recently advertised in Flight.
