There is a rather large difference between the two. ( as cx may soon find out! )

The industry in practice would consider work-to-rule an elevated level of C.C.
This is a natural progression when companies use tactics like CX and KA.
The next step will be industrial action as seen with the current steps by the DPA in reaction to the breach of contract by the companies ill thought interpretation of the seniority policy.
The next step will most definitely be severe delays and cancellations.
This perception from the travelling public will severely effect KA's bottom line.
