Low level, unlit aircraft at night over Clearwater bay!!

On the night of 21st July at about 8pm I was surprised to hear an unlit single engine aircraft over Bluff Island and Clearwater Bay. Probably about 2500ft or less. Does anyone in ATC know what this was about?
