Most cabin crew in HK don't have housing. And I am sure CX is looking at ways to encourage those legacy expat crew to move on...

No cabin crew receive 15k per month. The local HK cabin crew receive nothing, the non-Chinese expat cabin crew receive 6k per month. That's it

Semantics... but 6k is wrong and as with all things a plethora of contracts mean different conditions depending on years of service. My point being a 100 plus hour per month crew on a Yyz base is cheaper than a 72 hour crew in HK just as are based pilots on no expat benefits.... $8000+USD housing for captains in HK amoung other benefits not afforded based crew.
Basings are cost effective but this company just can’t seem to abide by local labour laws or apply a plain ‘make it work’ mentality.

Are they worried about the impending lawsuits from crew with health problems stemming from doing 3-4 polar flights a month for years on end? The 777X will probably do the flights at a lot higher altitudes as well.

While I don't disagree with your point, chateaux in France are relatively inexpensive. About the cost of a one bedroom flat in Mid-Levels!
