Article in "pilot magazine"

In November's issue of pilot mag.I was reading the article "I learned about flying from that".Could some instructor clarify the following:-
1)If the pilot had an IMC rating was he correct and legal in filing IFR on the flight plan to exit Edinborough at FL75.
2)Airway B4 has a base of FL60.At FL75 he would have been in controlled airspace.
3)Carb icing can occur at -6 to +20c and for the pilot to be "reassured that the outside temperature hovered reassuringly around +4c"
is someone who is going to get himself into trouble.
Perhaps your comments will be helpfull to other low time PPL's

UJB 1/the scotish TMA is class E upto FL245 os it is ok for an IMC holder to file IFR...but 2/the airways to the south have a base of FL65 and are class A so it is hard to see how the holder of an IMC could not breach the rules without flying well to the east.
3/i hope the +4c was refering to airframe icing as you are 100% corect about carb ice.

the flight could be made leagaly as long as the exit from the TMA was made aprox 20 miles east of the TLA vor and D510 was not active.
