cloud bases in methars and TAFs??

Hi! I was wondering are the cloud bases in methars and TAFs given by actual reference to MSL or AGL??

All given as AAL (above aerodrome level).

BUT the cloudbases given in the METFORM 215 (the pretty map) are in FT AMSL, which has caught a few people out when they try and go into an airfield which is 500ft AMSL and the METFORM is forecasting 8 oktas at 500 - 2000!!..
