I don't think so.

FCL 935 (Sub part J) says that TRI AoC will be done by an examiner iaw subpart K.

FCL 1005 TRE (sub part K) allows a TRE to conduct AoC for TRI or SFI (issue, reval, renewal).

FCL 1005 SFE (sub part K) allows SFE to conduct AoC for SFI (again issue, reval, renewal).

your TRI covers the privileges of SFI and by meeting the revalidation criteria for SFI, your TRI will also get revalidated..

I don't fully understand the wording of the question, but an SFI (or TRI) can't revalidate anything without Examiner privileges i.e. be an SFE or TRE (as per DH's post)
