SRG1100 Temporary License

For the SRG 100 temporary license is it the TRE who does the Skills test that signs the temporary certificate or only the TRE that does the ZFTT/Base training ?

SRG 1100 can be signed by any examiner for someone who has a licence and has passed a skills test on for instance a new type eg in the helicopter world has a Hughes 500 rating and is adding a 206 rating. So it is the examiner who has done the skills test

Check the CAA examiners handbook para 4.7.5. LST TRE signs it but annotates that base training still required. You get a different form following base training. You carry both until your real licence comes.

From the CAA website:

Temporary Certificates (TCs) are valid only for UK CAA Part-FCL (or JAR FCL) licence holders and SFEs whose Competent Authority is the UK CAA. TCs are not available for initial issue of licences and are not available to anyone whose licence or certificate is subject to any UK CAA licensing action,
Then we go to the SRG1100 and find this:

SRG1100D: Temporary Licence Certificate for FRTOL Examiner Privileges
Which of course is a Certificate subject to UK licensing action and according to the above statement doesn't qualify. When asked to explain this anomally, the CAA didn't understand the question.
