FI Restriction UK & EASA
 

Not sure where to look for the answer to this one, so a request for help....

A FI(R) who holds both EASA and UK Part-FCL Certificate. Do the instructional hours and solo authorisations carried out on G reg aircraft for UK licences count towards the removal of the restriction on the EASA licence and vice versa.

FCL.910 does not specify.

I have my own opinion, but would like to know what others think

Two sperate licenses so two separate decisions. The UK CAA for one and the EASA state that issued your EASA compliant licence for the other.

Logically: should the UK rules change it doesn't follow that EASA changes also and vice versa. So they cannot be simultaneous. Each state is not obligated to inform another of a change.

The method of processing this varies between countries. Many EASA States simply limit the privileges until the holder has met the experience requirements then they are automatically lifted wheras the CAA treats it like the old AFI/FI transition where they re-issue the certificate. Perhaps the UK removal of the limitation will be the most onerous but then its a case of will EASA accept non EASA G Reg aircraft and vice versa. Nobody will apply the common sense approach of why we do this in the first place!

I discussed the following with the relevant policy chap at the CAA, concerning dual-licensed UK and EASA instructors providing instruction at a UK-based ATO/DTO for UK and EASA licensing:

1. Will instructional flight time achieved by EASA Part-FCL instructors providing instruction for EASA licences be acceptable towards UK Part-FCL flight instructor revalidation criteria?

2. If an instructor can find a dual-licensed FE, would a single assessment of competence flight be acceptable for revalidation of both UK and EASA instructor certificates?

3. Would the requirements of FCL.910.FI(c) to remove FI restrictions for a UK Part-FCL FI be accepted by the Authority if gained whilst instructing EASA Part-FCL applicants?

The answer in all cases was YES.

The ‘relevant policy chap’ needs to publish that formally.

But it doesn't answer the original question:
Each other EASA State will apply their own interpretation.
