Teach CPL as restricted FI

If you have an excess of 200 hours instruction given, but are still restricted due to insufficient solo send-offs, can you teach towards the CPL?

Jhieminga 2nd Jun 2021 15:23

Not as far as I know. You need to get the restriction off your licence before you can exercise that privilige. FCL.910.FI is the relevant bit I think, but the CAA may have another view on this of course.

adamlouis 2nd Jun 2021 16:05

) a CPL in the appropriate aircraft category, provided that the FI has completed at least 500 hours of flight time as a pilot on that aircraft category, including at least 200 hours of flight instruction;

Is what I found on EASAs website with no clarification if they require it to be unrestricted , furthermore does that mean 500 hours in for example SEP (Land)?

The answer is here:

FCL.910.FI FI – Restricted privileges
Regulation (EU) 2020/359
(a) An FI shall have his or her privileges limited to conducting flight instruction under the supervision of an FI for the same category of aircraft nominated by the DTO or the ATO for this purpose, in the following cases:
(1) for the issue of the PPL and LAPL;
(2) in all integrated courses at PPL level, in case of aeroplanes and helicopters;
(3) for class and type ratings for single-pilot, single-engine aircraft, except for single-pilot high-performance complex aeroplanes;
(4) for the night, towing or aerobatic ratings.

No you can't teach for a CPL except in the case of (a)(2) a rather daft provision because a restricted instructor is not the best person to be teaching basic skills on an integrated course. In the 20 years since this was introduced I have never seen any Integrated school use FIs with a Restriction.

The 500 hours is total flight time in the Category, Aeroplane or Helicopter.

Hi Whopity, FTEJerez who typically only do integrated courses hire restricted instructors.

Still doesn't make it legal, just meant they were getting away with it. CAE tried to so the same a few years ago with some instructors that came up through the school (but did their FI elsewhere), said instructors were quietly rushed out of the building.

The only work around would be to claim it as a modular course and the restricted FI is only teaching the PPL, integrated courses are a full CPL so need the derestriction.

Jhieminga 3rd Jun 2021 07:32

I've seen the same at a flying school, but they had a strange curriculum that was integrated but used to include a PPL level exam. Restricted FIs would instruct up to that level. Said school doesn't exist anymore so all moot now.

You’ll probably find that any school that uses Restricted FIs for ATPL instruction have in their procedures/manuals that they are to only instruct on phase 1 or possibly phase 2 of the integrated course. This is usually equivalent to the PPL course.

Certainly was the case in every integrated school I have taught at.

No, there is no PPL element on a modular CPL course! The regulation allows a FI(Restricted) to teach PPL elements on an Integrated course only.
FTE Jerez has obviously changed a bit since I used to visit them.

EASA is now taking a good hard look at ATOs delivering 'integrated' courses, some of which are paying lip service to the regulations for such courses which are more akin to 'modular' in nature......

I joined FTE in 2007 as FI(r)

Given the volume the volume of work at FTE , once on line, you very quickly lost the (r) In a month to be precise! and it was all legit -- 4 trips a day etc

No FI(r) ever instructed on CPL element of intregrated course : their internal processes for FI progression prevented that ... indeed their modular CPL of few years ago was run by two very exprienced guys

There was so much work any (r) would quickly become full FI

Similarly no FI would do next phase without IRI course Also FTE at that time run CPL crse on Seneca! ( Can you be FI(r) and ME ?)

Rgds

PS No idea what happens now but guess similar

No, but you can be CRI(ME) with or without FI(R) its a stand alone rating.

No Doubt.

What was your experience with the 25 supervised solos. Was it as the DI then also? Rumour has it an instructor there got the 25 solo signatures in the one day.
