Rating has expired within 3 months, so ATO can state "no additional training needed". After profcheck examiner may endorse back of license and send copy to CAA or has something changed?

Who issued the licence? Which State authorised the Examiner? An Examiner cannot endorse the back of a licence, only the Rating Revalidation page and then only if the State of licence issue and the State of the Examiners authorisation are the same. If they are different special permission is required from the NAA who issued the licence. The Examiner must also comply with the Examiner Differences Doc.

The rating was issued by the Belgian CAA who also approved the examiner.

In some States the examiner can sign the rating, in others the NAA has to do it.

Quite correct and there is still no uniformity within EASA..
