Can the MER - Instructor become the Examiner?

in some areas and flying schools,, the Civil Aviation Approved Flight Examiners working for Flight Training Schools,, so some times their students gets the same instructor as their General Flight Test Examiners,,

Is that okay?

Which country and which authority are we talking about?
Under FAA the examiner can do the training but not the 3 hrs required for the sign off for the practical test.
