IN-2017/021 Verification of Third Country ICAO Licences
 
Just been reading the above document. Am I right in thinking that if a candidate holds a current FAA rating, say for eg. Multi and IR, and also holds a Part FCL License with MEP(Land) and IR-SPA-ME which has expired, that the ATO can no longer sign the SRG1107 Course Completion Certificate indicating No Refresher Training required on the basis of the current FAA rating, without the candidate now presenting the form SRG2142 to the CAA as well ?

The IN relates to licensing services provided by the CAA. The provision of a Cource Completion Certificate by an ATO is not such a service. If the renewal requires CAA action then you will need verification, but there is nothing to say this applies to renewals conducted by examiners, where no CAA action is required.
