Skills Test Partial Pass
 
Can a candidate who has had a partial pass on a skills test do the re test with a different examiner?

This seems not too uncommon at least in airline operations in order to exclude personal antipathies and the like. If someone fails his proficiency check here with one examiner, he will receive retraining on his noted deficiencies from a second instructor and be rechecked by a third checker.

It is of course subject to local legislation and, if applicable, company regulations.

If the candidate has a partial pass he must present the failure form SRG2129 and the test report SRG2128 to the examiner who can be any examiner. The recommendation for test Section 3 is still valid for a 2nd Attempt so long as it is within the qualifying period. Any additional training will have been recommended not compulsory.

Only the section failed will be tested, this can cause confusion with the process adopted in the UK under JAA rules where both Sections 1 and 4 were also required.

Stds Doc 19 states:

4.2.4 An applicant failing only one section at the first attempt in a Series shall have gained a PARTIAL PASS.

The second attempt will always require the applicant to retake the previously failed section.

Additionally the applicant will be expected to carry out the actions necessary to put the aircraft in a position from which the failed section can be retested.
On completion, the examiner may return the aircraft to base once the retested section is completed. The candidate cannot be failed for items already passed in other sections.
