Examining. MEP and IMC.
 
Can the instructor who does the flying training for an IMC rating or MEP rating carry out the flight test at the end of training?
I understand that this is ok (obviously the instructor has to be an examiner), as long as the student already holds a JAA Licence.

Yes, he/she can. It can also be a CAA license too.

IMC YES (National Rating); MEP Definately NOT.

It is a fundamental principle of JAR-FCL that for any JAA Licence or Rating the examiner may not have conducted any of their training. To do so requires permission from the CAA in writing! JAR-FCL 1.030 (d). Such permission is only granted when there are no other examiners available.

As Whopity said - but IMHO it's bad practice examining your own students for anything (including IMC ratings).
