SEP Revalidation

Can anyone please tell me if an Airline Training Captain IRE/TRE can sign up a private pilot's SEP rating?

From the latest Flight Examiner Handbook
Who can sign for SEP revalidation?:
Any examiner holding a valid UK issued Part-FCL examiner certificate. An instructor with FCL.945 endorsement in the licence upon completion of refresher training with that instructor.

I also note that according to ORS4 1385 (1412) that the SEP can be extended to the 22nd of November by an authorised instructor/examiner, it doesnt say anywhere that you have to notify the CAA that you have extended the SEP, or did i miss something?
