Flight to Albania

Fellow slaves,

Busy planning a charter flight from Africa to Albania-Tirana with a B-727 entering european airspace through LGGG UIR.
Can anybody give some clarity on RSVM routes through Europe.
My understanding is that RSVM routes apply to FL300 up.
Being that our 727 is not RSVM certified does it mean available FL are 290,280,270 and bellow (obviously semi-cirkular rule applies)?

Any web page I can look into??
Was looking through 'eurocontrol' web page.

Any other useful tip on that southern european airspace??

My understanding is that RVSM kicks in at FL280 to FL430, so any FL above or below this would suffice.
