Russian METAR help with decode needed
 
Please can anyone help me with the meaning of 25CLRD70 at the end of a Russian METAR.
Also RMK QBB040 (came after word NOSIG)

I think it's a runway surface condition group. It's a while since I did them but I think this one means that RWY 25 is now cleared (but was contaminated in an earlier report) with a friction coefficient of .70.

Can't help with the remark I'm afraid.
