SAFA Inspection
 
According to SAFA Website

What is checked ?

Checks may include:
  • licences of the pilots;
  • procedures and manuals that should be carried in the cockpit;
  • compliance with these procedures by flight and cabin crew;
  • safety equipment in cockpit and cabin;
  • cargo carried in the aircraft; and
  • the technical condition of the aircraft.

Does any of those items include checking OFP (Operational Flight plans) ?

Does any SAFA Inspector have the right to check the FP Used in operating the sector to or from a European destination ?

And if somebody have any concerns about a safety issue in a foreign operator how can he pass his concerns to SAFA and is it valuable if this thing is a few months old ( with in the last 3 Months) ?

Sometimes they do check OFP (commander name, signature, in-flight fuel checks, times..) and related flight documentation (notams, weather charts..).
For safety issues, write to applicable CAA - usually it's the safety/operations department, not SAFA directly.

Sometimes also they check the last revision of the A/C manuals enroute maps & aprroach plates have to be updated some times they check the FP usually fuel policy MORA Actual flight levels and procedure to be follow they happen to check pallets and ULD's

this from experience with SAFA
