Sabre steadystate

Hey has anyone had much exposure to Sabre's steadystate load control program. My company just took up ground handling for an airline that uses steadystate and to me it seems a little antiquated. The airline by state law cannot have a centralized environment. So each station has to have trained load controllers. The trainers said that the system is set up for a centralized system but to me it seems better suited to each station doin its own loadcontrol.
