When I worked in handling, we just used to get one from another airline, and photocopy it but sticking the new airline logo over the old one and voila a gen-dec !!.

:ooh: Don't you have the possibility to create a GenDec with your ComputerSystem? thats one of the basic funtionalities of our system - a standard report.
Cheers

Does anyone know where to find the rules and regulations about gen decks?

Most important thing is that there is a stamp of the operations dept on it which makes the document legal
http://www.faa.gov/ats/aat/ifim/7507.pdf
here an example
