On Time Performance Rules

Hi all,
Just to see anyone can tell me what is the industrial norm to count the flight delay to calculate the OTP? I notice that some use delay by > 15 minutes (i.e. flight within 14 minutes is on time) and some count >16 minutes (i.e. flight within 15 minutes is on time).
Thanks!

Anything beyond 5 minutes after scheduled departure meant our station sending a report to any of our client airlines. This was in the UK. Made first wave a nightmare to the point we were working with certain flights to push up to 20 minutes early if they could be ready ...

And that's just the airlines, ATC units, airport authorities all have different interpretations. A cynic would say that's a good way of disputing how good/bad performance is...
Some companies measure all doors closed/ready to go to see if all internal processes have been successful. Again this is not standardised and can be a D-5 minutes, D-3 minutes etc..
