Positioning flights
 
I may be wrong with this, but, was there a time when if a flight was postioning somewhere with no punters eg. at the start or end of a season if you used a flight no. with a "Papa" callsign you got a reduction in overflight charges, if so is it still the case??

be it "p" or "f" or "t" or a dedicated ferry flight number, as long as u use an "x" in field 8 of the atc flightplan and state in field 18 rmk/ferry flight it should solve the problem.

As overflight charges are calculated on average fleet mtow i don't believe you are entitled to any sort of reduction,an aeroplane in the sky is an aeroplane in the sky irrespective if there are punters on or not.However training circuits are exempt.
