NET PERFORMANCE AND FLIGHT PLANnING

Hi all,
ETOPS flight plan shows Flight level for Critical Fuel Scenario for N-1 engine.

Example, if you choose PHTO as an ETOPS alternate then for N-1, the flight planning software compute the fuel linked to the actual delta ISA, the distance, the wind and the FL. Normally is this FL computed with NET performance (1.1% gradient decrement) or with Drift Down performance without any decrement ? (see attached)
